On most belt-driven VAG engines the water pump is turned by the timing belt itself. To reach the pump, the belt has to come off, and that removal and refitting is effectively the entire labour cost of the job.

Leaving the pump saves you the price of a pump on the day and costs you the whole labour bill again a year or two later. Worse, if the pump seizes it takes the new belt with it, and the engine goes with the belt. We are not prepared to charge you twice for the same three hours of work.
